The Railroad fights back: Anti-vandalism tool?????

The story in Albany has it that in order to curve vandalism, theft and other crimes against railroad property, Gulf & Ohio brought in a secret weapon. Another story is that the Russians are coming to Albany to take down strategic points, so DOD sent the city something to defend themselves with.
